With reference to your Lordships' despatch no. 191 of the 27th ult., I have the honour to inform your Lordship that Señor Castelar has shown me, in original, a telegram from the Civil Governor of the Philippine Islands dated the 11th inst., authorizing him to assure you "that the British Consul at Manila has not been exposed, nor is exposed, to any danger, and that he, as well as all other British subjects, receives full protection from the laws & the authorities."
